According to Microsoft, they’re initiating a shift in how Task Manager goes about calculating CPU usage on the Processes, Performance, and Users pages. This means Task Manager will adopt the standard metrics, ensuring consistent CPU workload numbers that align with industry norms and third-party solutions.
While the specifics of this update remain a bit of a mystery, what we do know is that Task Manager will deliver unified calculations across its various pages. In addition, for those who prefer the existing calculation method, Microsoft has introduced a new optional column named CPU Utility in the "Details" tab. This ensures backward compatibility remains a straightforward choice. Currently, these updates are part of the Windows 11 Insider Preview Build 26120.3360, under the umbrella of the 24H2 update.
